An Endangered Missing Advisory has been activated to determine the whereabouts of Harry Franklin Bartlett.
The Lincoln Police Department is seeking assistance in locating Harry Franklin Bartlett, WM, 73, 5'5", 160, wearing black coat, dark hat, blue pants, brown shoes. Driving a tan 1995 Buick Century 4 door, NE license SML-801, with a broken left tail light and rust on fenders. Possibly en route St. Louis, Missouri. Bartlett suffers from a mental disability, vascular dementia and other medical problems. He left under unexplained circumstance without necessary medication and was last seen on 10-11-18 at 1400 hours. If located please contact the Lincoln Police Department at 402-441-6000. According to the alert, Skidmore had been last seen in Sidney on October 6th, direction of travel unknown. Skidmore was accompanied by 1 year old Franklin Blakely, Donald Winslow, age 45 and Cherokee Blakely, age 24. The Sidney Police Department believed they may be endangered. They were last seen in a blue Chrysler mini-van with Iowa license plates GBK096. The Nebraska State Patrol said he alert has been cancelled due to locating her deceased near North Platte in the Lincoln County area. This advisory was for Troop B and Troop C, The Nebraska State Patrol (NSP) has completed the first month of special enforcement efforts surrounding Husker home football games.
During the first four Husker Saturdays, troopers have been on the road and in the air in an effort to ease traffic congestion and reduce the potential for serious injury and fatality crashes. For the home football Saturdays in September, troopers issued citations for speeding (43), no proof of insurance (5), and no seat belt (5). Troopers also performed 24 motorist assists. The special enforcement was made possible thanks in part to a grant for $4,380 from the Nebraska Department of Transportation – Highway Safety Office (NDOT-HSO). NSP will continue patrol operations for the next four Husker home games, including radio traffic reports on the Husker Sports Network before and after the game with the assistance from the NSP Aviation Support Division. Anyone who observes a reckless driver or anyone in need of non-emergency roadside assistance can call the Nebraska State Patrol Highway Helpline, when safe to do so, at *55 from their cell phone or at 800-525-5555 from any landline. Nebraska Emergency Management Agency wants to make sure Nebraskans are prepared for a nationwide test of the Wireless Emergency Message (WEA) System scheduled for tomorrow (Oct. 3) at 1:18 p.m. CDT
“This is the first national test of the WEA system which is used to warn the public about dangerous weather, AMBER Alerts and other critical situations through alerts on cell phones,” said NEMA Assistant Director Bryan Tuma. “Testing the system that public safety officials use to deliver urgent alerts and warnings to the public in times of an emergency or disaster is necessary. Since this is the first test, we want to make sure no one is caught off guard.” The Federal Emergency Management Agency, in coordination with the Federal Communications Commission is conducting the nationwide WEA test followed by the fourth nationwide Emergency Alert System test at 1:20 p.m. CDT. According to FEMA, the tests will assess the operational readiness of the infrastructure for distribution of a national message and determine whether technological improvement are needed. The WEA test message will read “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.” The EAS test is scheduled to last approximately one minute and is made available to EAS participants including radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers. The test message will be similar to regular monthly EAS test messages with which the public is familiar. The North Platte Police Department is attempting to locate Stacy L. Polenske, a white female, 51 years old with blond/brown hair and blue eyes. Polenske was last seen in North Platte on September 30th.
Polenske has a medical issue, which causes her to be disorientated and she experiences blackouts. Polenske's vehicle was located in rural Lincoln County on October 1st. Polenske does not have her cellphone or medications. If located please call the North Platte Police Department at 308-535-6789 or the Nebraska State Patrol at 308-535-8047. The Valentine Police Department is attempting to locate Tammy J. Kamler, a white female, 5'3", 225 lbs., 25 years old with short brown hair and brown eyes. Kamler was last seen in the Valentine area September 30th. According to the Nebraska State Patrol's press release, Kamler has a diminished mental capacity and suffers depression, anxiety, diabetes, and high blood pressure. It is unknown if Kamler is taking her medication. Kamler has recently spoken about going to Minnesota. Kamler has a driver's license but no vehicle.
