A.    The special joint board meeting between Ewing Board of Education, Clearwater Original Board of Education, and Orchard Original Board of Education was called to order by Vice-President Jason Schindler at 7:08 pm. Roll call was taken. Board members Gina Koenig and Mark Ramold were absent. Visitors were welcomed and informed that this meeting was in compliance with the Nebraska Open Meetings Act and Open Meeting Laws are posted for inspection at any time.
B.    Moved by Schindler, seconded by Nordby to approve the agenda for the meeting and to excuse board members Gina Koenig and Mark Ramold. Motion carried 4-0.
C.    Board Member Gina Koenig arrived at 7: 12 pm.
D.    Public Comment Period.
E.    Moved by Nordby, seconded by Funk, to approve the Architectural Contract with Wilkins ADP, LLC for the proposed building project. Motion carried 5-0.
F.    Moved by Wagner, seconded by Nordby, to approve the selection of Hausmann Construction as the Construction Manager at Risk for the proposed building project. Motion carried 5-0.
G.    Moved by Funk, seconded by Nordby, to approve the Ewing Public Schools Board of Education Reorganization Petition Resolution. Said resolution was read in its entirety. Motion carried 5-0.
H.    Review of building project schedule was provided by Jacob Sertich from Wilkins ADP.
I.    Moved by Nordby, seconded by Schindler, to adjourn the meeting at 7:58 pm.

Chairman Jim Meuret called the meeting to order at 7:06 pm. with a Roll Call: Present were Craig Forbes, Joe Rumsey, Ed Wahrer, Chris Twibell and Guest: Mike Masat, Kate Ostenrude, Michelle Pellatz, Amanda Peter, Melissa Fischer, LuAnn Doerr, Michelle Meuret, Janet Todd, and Chairman Jim Meuret stated that after the last board meeting the board had Eco Lab came and looked at the auditorium. Eco Lab had stated that since there was a dirt floor underneath the auditorium there was nothing that he could do that the damage was too severe. Meuret stated that he also had Hild Construction come and look at the auditorium and Hild had confirmed what Eco Lab had observed.
Chairman Meuret stated that the Village Board spends about $12,000 to $15,000 annually on the library and the
library receives grants and state aid to pay for books and other costs. Meuret asked the other board members if they had anything to add, the members stated that if the library could find something within financial reason the board would definitely consider the options. Meuret stated that for the time being the library could set up in the auditorium until a better temporary or permanent solution was found.
Chairman Meuret stated that he has been in contact with the library board about some of the options. Meuret stated that he had been in contact with the owners of the old school house and stated that the owner would be interested in renting the old school, but the Village would be responsible for all of the renovations. Meuret stated that they wanted a long term release of 20 years at $200 a month. Library Board President Amanda Peter said there would need to be some renovation to the old school because it would need to be handicap assessable because of the steps into the main rooms. The bathrooms would have to be updated to code and the doorways widened. There would need to be other renovations to the building as well, it would most likely need new windows and a heating and air conditioner.
Library Board member Michelle Pellatz stated that they have been brainstorming fundraisers that could help with some of the costs of renovations and also stated that all of the board members and their families would be willing to help with some of the work. Librarian Kate Ostenrude had mentioned that there were grants out there for historical buildings, but there would be no certainty that the auditorium would be accepted and the process would be long. Library Foundation member Luann Doerr stated that the foundation would be willing to help, she stated that they could help with fundraising and could possible to out and ask for much larger donations.
Chairman Meuret stated that the library board should get a bid on the amount of work that the school house would need. Meuret stated that the library board would present the bid at the regular July 10, 2019 board meeting and then further discussion will be held. Chris Twibell made the comment that it would be better if the lease on the school house was shorter. Meuret stated that he would be in contact to see if a shorter lease would be an option.
Ed Wahrer made a motion to adjourn, seconded by Craig Forbes. All ayes, motion carried. The meeting adjourned at 7:50 pm, next meeting is scheduled for July 10th, 2019 at 7:00 pm in the Community Room.

The Ewing Village Board of Trustees convened in regular session on July 8, 2019 at 7:00 p.m. at the City Hall. Notice of the meeting was published July 3, 2019 in the Clearwater Record/Ewing News. An agenda was kept current and on file at the Village Clerk’s Office.
Chairman, James Ramold, called the meeting to order at 7:00 p.m. Notice was given as to the posted location of the open meetings law.

Notice of the Regular Board Meeting of July 3, 2019 were posted in the Neligh and Oakdale Post Offices and at the main entrances of the school, per board policy 204.07, on June 3, 2019.
Board President, Ryan Koinzan, called the Regular Board meeting to order at 7:00 p.m. and informed those in attendance that the notice of the meeting was posted in the Antelope County News, at the Neligh and Oakdale Post Offices, and at all entrances of the school per board policy 204.07 on Wednesday, July 3, 2019 and a copy of the Nebraska Open Meetings Act was posted in the meeting room for public review.
Roll Call of members was taken board members present were: Ron Gilg, Ryan Koinzan, Cory Furstenau, Kevin Hild, Scott Svatos, and Kenny Reinke.
On a motion by Reinke, seconded by Gilg, it was moved to approve the consent agenda, minutes of the June 10, 2019 meeting and approve general, building, QCPUF fund claims. Motion carried 6-0 (RCV)
Erin Whitesel, district treasurer, gave a financial recap for district funds: General Fund: $61,443.34; Sinking Fund: $2.65; QCPUF Fund: $1,044.98.
There was no correspondence.
Mr. Gregory reported on the state budget schedule. Administrator days are in Kearney towards the end of July. Information was given on the budget for the new fiscal year and the planning process going forward.
Kevin Hild reported on the Westward roof leaks and the maintenance issues were addressed.

The Mayor and Neligh City Council met for a special meeting on Tuesday, June 25, 2019 at 5:30 P.M. at the Council Chambers pursuant to posted notice on June 21, 2019.
Present were Mayor Joe Hartz and Council Members Dale Wilkinson, Brent Pickrel, Leonard Miller and Ted Hughes. Also in attendance were City Attorney Jim McNally and City Clerk Danielle Klabenes.
The City Council entered executive session for the protection of the public interest to discuss contract negotiations for the possible purchase and operations of the Neligh nursing home.
Time: 5:33 P.M. Those present were Mayor, City Council, City Attorney Jim McNally and City Clerk Danielle Klabenes. The council reconvened into regular session at 6:35 P.M upon which the City Council authorized the City Attorney to negotiate with Emerald Healthcare for the purchase of the Neligh nursing home.
