It's official: Neligh is getting a new 12-unit, $1.7 million apartment complex.
The Neligh City Council approved TIF assistance for the Neligh Independent Living Project for a new $1,753,225 independent living complex.
Stephanie Meuret is leading the planning for the project and was at Tuesday's meeting and to answer questions about the project.
“We are excited to be bringing this project to Neligh,” Meuret said.
The proposed project is a 12 unit complex south of The Willows Assisted Living. The complex will be handicap accessible and would include a community room and storm cellar. The $335,000 in TIF assistance will be used to assist in public improvements and site preparation for the complex.
TIF is not a grant; the money will be paid back with interest. It's also not money that comes from other tax payers. The money the Meurets are being lent is from the property taxes from their own land. Basically, the money would not even be available if not for the improvements being made.
During Tuesday's meeting, Neligh’s Economic Development Director Greg Ptacek broke down where most of the money would go.
$10,000- Relocating utility lines
$50,000- Extension of water main
$135,000- 8th Street paving
“We had the assessor look at a rough draft of the site and she plugged it into her computer and gave us the best guess that she could, “ Ptacek explained. “ But any changes in that could change the value of your building, which would change all the TIF numbers.”
The proposed project will be located between the Cowboy Trail and The Willow’s Assisted Living. Although near it, this project is not associated with The Willows.
Meuret told the Re-Development Authority of the City of Neligh it’s anticipated to house seniors, but it’s designed for independent living, not assisted, meaning there will be no nurses or healthcare on site. It’ll be single story with common community room, storm shelter and enclosed garage.
“It’s going to be very similar to an apartment,” she said, adding it will be next to the Cowboy Trail to offer a beautiful view. “We’ll take care of grounds, maintenance, snow removal.”
Meuret said there will be 12 two-bedroom units with an enclosed garage. She said there will be bank of garages with an enclosed corridor to get into the housing units.
